Call for funding: German-Ukrainian research cooperation for sustainable reconstruction

The German Federal Ministry of Education and Research (BMBF) invites the submission of project proposals as part of its strategy for the internationalization of education, science, and research. The aim is to strengthen Ukraine's academic landscape, foster international partnerships, and contribute to the sustainable reconstruction of the country.

Program Objectives

  • Support Ukraine in maintaining and expanding its scientific and innovation capacities.
  • Promote the integration of Ukrainian research into European and international networks.
  • Reduce the brain drain from Ukraine’s academic system and enhance scientific exchange ("brain circulation") between Germany and Ukraine.
  • Establish long-term, sustainable German-Ukrainian research partnerships.


What Will Be Funded?
The program supports pilot projects focusing on broadly defined but reconstruction-relevant topics, including:

  • Energy, healthcare, agriculture, and transportation sectors.
  • Information, manufacturing, and biotechnology.
  • Development of new materials.
  • Humanities, social sciences, and economics, particularly regarding reforms in politics, law, or economics.
  • Environmental protection and sustainable energy solutions.


Who Can Apply?
Eligible applicants include German universities, non-university research institutions, and partner institutions in Ukraine. Participation of at least one Ukrainian partner institution is mandatory.

Funding Details

  • Duration: Up to 36 months.
  • Funding Amount: Up to €300,000 per project.
  • Special Feature: A portion of the funding may be forwarded to Ukrainian partners, e.g., for small equipment, doctoral candidates, or Open Science measures.
  • Submission of Project Proposals
  • Deadline: January 31, 2025.
  • Format: Proposals can be submitted in German or English via the “easy-Online” portal.
  • Length: Maximum of 10 pages (plus annexes).
